for deletion?

is the 'obsolete' tag a place holder? or is this page actually for deletion? it is currently linked to whenever you try and edit another page in the wiki (hell it is currently linked above this text box as I'm writing this)

If we want a page for new contributors to look at, this should be it (Unless there's a page with a different name that already serves this purpose?)
