No cargonia, no chef-gibbing allowed against intruders, vague anti-clown legislation, science not allowed to kidnap anyone (not even assistants or passengers??).
Meanwhile, Security has no rules about due process?  A Sec arresting someone without traceable physical proof, sans admin interference, should be at fault and be able to be job-banned following multiple infractions.  Sec should be required to execute only on quantifiable in-game evidence, whether that is AI witness or otherwise.
Another Sec-favoring big of the rules is the Captain isn't allowed to deputize bodyguards without Sec authority?  They're the captain, Sec answers to them, not the other way around. 
These rules feel as though they were specifically written to protect the authority of the Sec department at the detriment of all others, which happens to track with the behavior of Sec on Wizard's Den as a whole.  They are entitled and fat on power with the support of admins and this needs to change at the very least through the rules.
And before you lambast this claim, it has be considered why SS14's playerbase lags in growth despite the excellent quality of the client, and that comes from the results of administration.
SS13 was built on the magic of freedom and minimal administrative obstruction.  In contrast, administration steps in to help tell stories and nurture emergence.  Coddling Security will only lead to a stale, stagnant community with no room for truly memorable storytelling.
